Last week I was faced this nasty error - "Unable to load workflow actions from server. Please contact your server Administrator." from designer whenever I am trying to create a workflow
Resolution:
In my case I resolved this issue by deactivating all the solutions from the Solution gallery in the Sharepoint site.
